Lexington Boards Demand Breakpoint Analysis as MBTA Housing Pipeline Reaches 1,096 Units

LEXINGTON -- June 16, 2025, Lexington's five governing bodies jointly pressed town staff for deeper analysis of MBTA multifamily housing impacts at a June 16 summit, finding the March residential impact study instructive but insufficient. Planning Director Abby McCabe reported 1,096 units approved since 2023, with building permits issued for only three projects, the 312-unit rental development at 17 Hartwell Avenue, a 30-unit condo at 93 Bedford Street, and the 10-unit Meriam Street project, putting meaningful occupancy no earlier than 2027. Appropriation Committee Chair Glenn Parker called for formal breakpoint analyses identifying when new population growth would trigger capital investment in schools, fire stations, and water and sewer infrastructure, warning the town may be facing "a tsunami" rather than a manageable storm. Committee member Alan Levine argued the study's per-student cost figures of $10,000 to $12,000, drawn from the state foundation budget, were "gross underestimates" given Lexington spends 186 percent of the foundation budget per pupil; Assistant Town Manager for Finance Carolyn Kosnoff independently calculated marginal per-student costs at approximately $18,000. Capital Expenditures Committee Chair Charles Lamb flagged that a third fire crew would represent "a very big break point" in dollars and space, with a single fire truck priced at $1.1 million in FY27.
