Planning Board Unanimously Approves Waltham Street Housing and Four Subdivision Freezes

LEXINGTON — October 23, 2025 — Lexington Planning Board unanimously approved a Waltham Street townhouse development and four zoning-freeze subdivisions at its October 22 meeting. The board gave site plan and stormwater permit approval to Lex Terrace LLC's Special Residential Development at 287 and 295 Waltham Street, proposed by applicant Iqbal Qadir, under a draft decision carrying 58 conditions including pre-blasting surveys within 300 feet and a geotechnical analysis before any site work. The project includes two inclusionary townhouse units meeting the 17.6 percent floor-area threshold set at spring Town Meeting. Attorney Frederick Gilgun also secured definitive subdivision approvals for 242 Bedford Street (27 conditions), 251 to 301 Massachusetts Avenue and Fottler Avenue (22 conditions), 419 Merritt Road (25 conditions), and 439 Merritt Road (24 conditions), all solely to freeze zoning under the pre-March 2025 village overlay district rules for eight years. The board also adopted amendments to its subdivision regulations requiring new rights-of-way to sit at least 10 feet from adjacent properties, and voted to send a letter of support to the Zoning Board of Appeals for the 40-unit all-affordable Lexington Woods project at 591 Lowell Street, where seven units are priced at 30 percent of area median income.
