LEXINGTON — October 14, 2025 — Lexington Conservation Commission issues split wetlands determination for Hartwell Avenue and advances enforcement actions. Acting Chair Ruth Ladd presided over the October 14 meeting, at which the four-member commission voted unanimously to issue a positive determination under the town's local wetlands bylaw and a negative determination under the state Wetlands Protection Act for 131 Hartwell Avenue, establishing that a constructed stormwater basin on the site is not a state-jurisdictional resource area but that any future project will require a commission filing under local stormwater regulations. The commission also continued four separate notices of intent — including raise-and-rebuild proposals at 101 Blossom Crest Road and 58 Valley Field Street — to the October 28 meeting, while closing the hearing on a bridge pile-repair project over Kiln Brook at Zero Hartwell Avenue. On enforcement, staff reported unpermitted paving, fill, and invasive-removal activity at 117 Vine Street, and the commission confirmed a December 1 deadline for the owner of 3 Turning Mill Road to either remove an unpermitted driveway or provide stormwater mitigation, with a formal enforcement order to follow.
